dc.description.abstract Before 2019 there was less usage in the online teaching platforms and e-learning platforms in Sri Lanka. But after COVID-19 pandemic usage of online teaching platforms as well as e-learning platforms increased due to the travel restrictions and health safety guidelines. In this time lot of Online Teaching platforms were introduced and after the travel restrictions removed they have moved 100% Online to Hybrid mechanism which some students can participate physically and others join via online. This hybrid mechanism introduced since after removing travel restrictions still there was safety guidelines to conduct the tuition classes. After removal of safety guidelines usage of the online teaching platforms was reduced step by step and current usage of the online teaching platforms are negligible when comparing to number of classes. After analysing the issue, we have found that this is because of various reason. Lack of IT literacy of teachers and institutes, lack of IT literacy of students, complicated process to attend the class and make payments. In the proposed application we have enhanced the UI/UX design to suit the local students since all of the already developed solutions are based on popular e-learning applications which used in other countries. And also I have added reports module to monitor financials as well as student records which are not available in the currently used applications. The new NC Tutorial Services has been developed based on the Rational Unified Process (RUP) Framework. The system was developed by using PHP with Laravel Framework. MySQL Server has been used as the tool of designing the database. Microsoft Visual Studio code has been selected as the IDE (Integrated Development Environment). en_US
